Risky building stock exists in critical numbers and concentration in many regions of the world, facing high earthquake risks. These critical buildings which accommodate a high percentage of the city population are generally constructed at least 20-40 years ago according to older Codes & Regulations and with less control. Sometimes these buildings may even collapse under their own dead weight without any further excitation or earthquake. These building also forms the main focus of urban renewal projects.

These buildings are generally 3-10 stories high and the comprehensive Structural Health Monitoring Systems defined for high-rise buildings in earthquake building codes lead to an overdesigned solution for these relatively smaller-scale apartments.
